    Practically the same situation existed in all the communities within 200 li(about 66 miles)of Nanjing.The population had fled into the countryside in an attempt to escape from the Japanese soldiers.In places they had grouped themselves into fugitive camps.The Japanese captured many of these camps and visited upon the fugitives treatment similor to that accorded the inhabitants of Nanjing. --- From Judgement of the International Military Tribunal
