A Letter to the Citizens in Nanjing by the International Committee for Nanjing Safety Zone,appealing the refugees to come to Zone.

In the first few days of Japanese occupation,about 200,000 refugees flowed into the Safety Zone.Among them were Chinese soldiers who had laid down arms.
